The Housing Resource Center at the Justice Center is dedicated to enhancing fairness in Housing Court and empowering Brooklyn residents. By connecting individuals to services that address the root causes of arrears and housing instability, they ensure access to affordable, healthy housing and work together to preserve our community. Services they provide are: Housing Court Navigation, Housing Applications, Rental Arrears Applications / HRA Services, Legal Service Referrals, NYCHA-Related Applications, Seasonal Tax Services, NYCHA Lease Renewal & Rent Payment Assistance. Rent Hardship: A household may qualify for rent reduction based on rent hardship if the following conditions:
- There is at least 5% reduction gross income
- Current rent is more than 30% of the net household income
- Reduction in income has lasted at least two months
Residents can request a reduction through an interim recertification. This is a change in a households’ income through recertification periods.
- Residents can initiate an interim recertification through the NYCHA Self Service Portal (MyNYCHA)
- Residents can request a paper application through their management office. Completed forms can be sent to New York Housing Authority P.O Box 19202, Long Island City, 11101

Households that experience complete loss of income may qualify for NYCHA’s Zero Income Policy. To start the process residents can go to their property managers office or call (718) 707-7771.
Green City Force is a full time Americorps service program. Over the course of the year, Corps members (18-24 year-old NYCHA residents) receive job training through hands-on experience and serving their community, $600 stipend every 2 weeks (approx.), Segal AmeriCorps Education Award, monthly unlimited MetroCard, leadership and professional development opportunities, valuable skills to launch their career in sustainability, and assistance in finding and securing employment.
